the only way to do it acuratley is to use a dial gauge,
or a timing clamp sensor fitted on no1 injector and use a timming light and do the timming dynamically. This is by far the best method and when a diesel is spot on they can run really crisp and clean and very responsive.
2nd possibility is to get it running, turn the pump whilst its running till its lethargic and smelly blue smoke then turn the other way till its cacky and black smoke then turn back about half way. Of course all the normal health and saftey rules apply about moving engine parts and take extreme care. You will need a little tension on the pump and good wrist control and nip the pump bolt whilst its running when correct.
Otherwise find a specialist who knows how to time it. Remeber if the pump timing is out you can knock a piston out by diesel knock !
