VW Passat - charges for a quotation????? - VWman11

I have recently taken my car to a garage for repair, upon being advised of the costs for the repair i kindly refused and advised id collect my car, after refusing the garage informed me there was a charge outstanding for the time it took an engineer to determine the fault and compile a quote, now they wont release my vehicle!!! can they do this??

I would guess they can, as they have spent time on it presumably to diagnose the fault. How much time did they need, and how much are they asking for? However, it's really not good practice and hardly likely to win them customers!

They can charge but you have to be warned of any charge in advance or it is a clear breach of Consumer Protection from Unfair Trading Regulations 2008 (CPRs) and you could involve Trading Standards if they did not warn and are holding your car.
