My Focus has had one cracked and partially missing glass from a front fog light for years and still passed everytime.

Anything else not work? are you good with electrics I can tell you what feeds you should have at the plugs. They do suffer from corroded wiring behind the front bumper. If you are capable i'll help.

It would be good if the OP could confirm whether this is a front or rear foglight problem, as has already been pointed out correct operation of front foglights is not a testable item. Even for rears I think only the offside needs to work. On that basis as a last resort I'd wire a new stick-on OSR forlight in circuit to get my 12 month ticket.

I was always under the impression that during an MOT if the item was fitted to the car it has to be functional. As with the spare wheel if there is one present it has to be legal but if you remove it from the vehicle then you will obtain a pass.

Spare isn't part of the MOT.

"Tyres fitted to the road wheels only. The vehicle presenter should be informed when it is noticed that there is a defective tyre on a spare wheel."

No, there is not test for front fogs, other than the general 'catch all' already mentioned of no sharp edges on the car from broken lights etc..

It's a common misconception; I spent years lugging my spare out of the car into the garage before the MOT 'just in case' for donkeys years, before realising it was a pointless exercise ;-)

............ before realising it was a pointless exercise ;-)
The exercise might have helped to keep you fit.
