Renault Clio II (1998 - 2001) - (98-01) washer fluid reservoir

(98-01) washer fluid reservoir - alltman
My windscreen washer fluid reservoir is clogged! I've tried to take the windscreen wiper arm off to get at the reservoir but it is welded on, i've tried all manner of losening fluids but to no avail! Has anybody got any suggestions on how to remove the arm or are there any solutions i can put in the reservoir tank that will eat away at the gunk that has collected? I've thought of using sink & plug hole unblocker but it's really harsh! Any suggestions please?

I would have thought that putting a hose pipe in and giving it some welly would shift it. Stand well back, becasue you'll get wet, repeat as necessary.

I take it that its like a soapy residue, very viscous ?

Or has some of this (or something else) got into the pump...does it sound laboured when running ?
