The Low Emission Zone (LEZ) will start on 4 February 2008 and will apply 24 hours a day, every day of the year. It will affect diesel-engined lorries over 12 tonnes in weight.
From July 2008, it will also apply to all lorries over 3.5 tonnes, in addition to buses and coaches.
Operators of vehicles from outside Great Britain will need to register with TfL.
The Low Emission Zone (LEZ) covers most of Greater London, following the Greater London Authority boundary. In some places it deviates from this to allow for suitable alternative routes and turnaround points.
All roads, including certain motorways within the boundary, are included in the zone. The M25 motorway is not included, even where it passes within the boundary.
All parts of the Congestion Charging zone fall within the LEZ.
If you drive within it you will need to pay the Congestion Charge in addition to any applicable LEZ charge unless you are exempt.
The scheme will be enforced by cameras just like the Congestion Charge.
Therefore, the existing CC area could easily be extended overnight to include this larger area!

How odd - if CC doesn't make any profit and is not total loss only because of the late penalty fines then what on earth is actually paying for the entire infrastructure of LEZ?? Every car, bus and every lorry passing through every single way into the city will be checked against DVLA database.. it's madness. Every lorry and tourist bus from abroad is supposed to register with DVLA (or what? It's not like APNR will read their plates anyway). And that's just before all the heavy weight traffic to build olympic sites? It's complete utopia. What a dumb implementation of completely utopian idea.

they've got some heavy-weight trans-European debt collection agency signed up to go after foreign vehicle owners who don't bother paying the LEC

But they don't have any legal ground to send debt collectors after anyone abroad. It's a made up fancy toll, not a service charge. Nothing more. It will be just like embassies not paying CC.
That Ken of ours really suffers from delusions of grandeur if he thinks he can chase anyone abroad for his dickturpinisms.

What are goung to do about buses? A very large amount of the ones in my area will not pass. So, will they sell them on, therefore moving the problem elswere, or scrap them? Who will pay?

I live near the boundary south of Croydon. 20+ new signs recently appeared on roads near here covering about 2 square miles. I'd hate to imagine the costs involved if these signs have been erected around the whole GLA boundary.
