Wing mirror has a crack, but reflective glass is still there.
Is this an MOT failure?

Must have O/S exterior mirror and one of interior mirror or N/S external mirror (passenger vehicle first used after 1st Aug 78). Must not be "so damaged or deteriorated that the view to the rear is seriously impaired".
So whether it's a failure depends on which mirror it is, and how badly cracked it is. And how the tester is feeling!

If you really mean wing mirror, then I'd say yes. Whenever I've had a cracked mirror on the Triumph the bits of glass get loose and aren't all held securely by the spring. They either slide over each other or fall out.
But door mirrors seem to be constructed in a different way - perhaps the whole of the glass is bonded to something, so it stays intact even when cracked.

If the glass is ok it depends if there are any jagged edges protruding from the door mirror

Its a hairline crack, and does obscure rear view, but no protruding edges, as its bonded to back plate.
Will replace it before the MOT, just busy doing other things at the moment, thought I might be able to leave it till later.

If you are stuck for time &/or cost, you can get the stick on shaped mirrors from Halfords etc to stick over the broken glass - good enough to pass MOT.

Every time someone sat in my MK IV Golf the inevitable remark was 'Your door mirror is cracked'.
Like heck it was - they just have a flat bit and a curved outer edge and a visible joint- like bifocals. Passat mirror seems to be like multifocals.
