Chipping or remapping the ECU is a relatively cheap way of getting the extra bhp, unfortunately this doesn't improve the transmission, braking or handling of the car to cope with the extra power - higher output VAG diesel engined cars come with these improvements too. Many insurance companies are also not too keen on remapping, so increases in premiums may negate savings in buying a lower powered model and remapping it.
The new VAG 2.0 TDi engine has been taken to in excess of 250 bhp (from a 140 standard) with little modification apart from ECU reprogramming so expect this to be available in a variety of outputs too (already available with about 170 bhp in the new Passat).

There was a recent post on www.tdiclub.com asking the same thing. IIRC, for small changes its ECU tweaks only, but there are substantial mechanical differences between the 90bhp and 140bhp units. These include (again IIRC) crank, pistons, injectors, turbo and intercooler!
