I believe the rear wiper is not part of an MOT check. Same with reversing lights.

If the auto park fails on the front it isn't a fail either, because the wipers still work and clear the screen.

the rear wiper is not part of the vosa test but the front wiper MUST park properly so as not to obscure vision this is no more than 30mm into the normal swept area of the wipers the same rules as applies to sunstrips and other window stickers

That the wipers should be capable of being parked out of the line of sight is a requirement, but this does not have to be an automatic action - or at least it didn't used to be the case - perhaps this a new requirement?

this also applies it is not the testers duty to MAKE the wipers park in the correct place if they do not they are obstructing the visiion this seems to be going off at a tangent anayway as the origonal thread was for rear wiper

The testers manual refers to windscreens, not specifically front windscreens? So wouldn't a badly parked rear wiper "obstruct" the rear windscreen?

What about wipers that don't park automatically? I've had cars in the past (eg old LandRovers) that had a switch that stopped the blade at random. You then had to turn a separate knob to park it manually.

Rear window isn't a "windscreen". You don't even need one - it could be solid metal so long as you have the required mirrors.

The Triumph Roadster went one better than that. It had three wiper arms, the one in front of the driver being the master knob which set the motor going. The other two had to be locked in manually, if required. After switching off the driver's blade, all had then to be parked manually! The parked position was off the bottom of the windscreen on the chrome frame, not part of the swept area at all.
