This money would be paid to the DVLA who would then lower the cost of the Road Fund Licence for the rest of us!

would like to second your proposal but we've got to get round a couple of fundamental flaws first:
Breakdown caused by negligence - if you can't afford to service it - it's highly unlikely that you'd be able to pay the fine.
Every accident would then be subject to legal proceedings to establish blame, the court costs would outweigh the fine by huge factor and I don't want to get a £10 reduction on my road fund licence only to pay another 2% tax to cover increased court costs.
Couldn't do it through insurance as the scrotes without insurance just get away with it again.
IMHO, the only deterrent that is fair to all, irrespective of all other factors is impounding of car and a short ban.
If you get caught driving during the ban - automatic 1 year ban, consecutive for multiple offences.

Definitely a good idea. But instead of bans / fines (ignored / unpaid) how about offenders have repaying society through community service.
Would be on lines of litter picking, repairing vandalism, cleaning graffiti etc.
Additionally I propose is done with maximum exposure. High visibility jump suits with nature of crime written on the back. Perhaps this way they would finally accept some responsibility for their actions and benefit the community in general.

I used to drive through the Blackwall Tunnel in London. Virtually every single day an overheight lorry would get stuck in the tunnel and the traffic would need to be cleared so they could back the t*** out, delaying thousands. Some days there would be more than one.
This, despite at least five huge height warning signs and everybody always saying how incredibly professional truckers are. Obviously the ability to compare two numbers together (the height of my vehicle vs the height on the sign) wasn't part of the test!
One time a mobile crane got stuck (in the 1960s Southbound tunnel, NOT the 1897 Northbound one, which shows you how big it was) and brought the whole of South East London to a halt.
I favoured a more direct punishment for these drivers - attaching them to a grating for an hour or two and allowing those motorists who had been delayed to pelt them with rotten fruit.

Why not just move the cars out the way?
How often do you see dumb idiots think that moment of the minor shunt should be imortalised while they hold their mobile phone to their ear and strut around. Before people had phones, they had to move their cars and use the nearest phone box, or not bother until they got where they were going. Ban mobile phones on the roads full stop, then people won't be able to ring the Police who also needlessly close/partially block the roads for hours on end.

How about inverting the presumption of innocence, and fining any driver involved in a breakdown or accident unless they coukd prove that there was no element of negligence or wrong-doing.
That would give drivers an extra incentive to drive carefully, and to drive cars which are fully maintained.

Never ceases to amaze me how people want to humiliate and bankrupt their fellow citizens for even the most minor transgression from perfection, and remove all their legal rights in the case of No Wheels suggestion.
Come on, some poor sap is stranded in the pouring rain because he missed a service on his car and you want to add to his misery by pelting him with rotten fruit and taking his money off him.
Take the jack boots off and relax, it's a short enough life anyway.

I agree: that's why I made that ironic suggestion.
The "modest proposal" was a reference to Swift's essay of that title: "... a young healthy child well nursed is at a year old a most delicious, nourishing, and wholesome food, whether stewed, roasted, baked, or boiled..."
