A neighbour of mine got a parking ticket in Manchester City Centre on Saturday night, issued at 2347, and when she returned to her car at 0040, the car infront of hers was being lifted onto the back of a low loader, to be taken to the compound, so I guess that she was lucky she got back to her car when she did.

Can you believe that they would be out at that time removing cars from the streets? It wasn't that she was double parked or anything like that. The area in which it occured is metered on-street parking, and the metering stops at 1800 hours. She took this to mean that all parking restrictions were lifted, so parked in the only spot that was still available, which was marked out as being for disabled drivers.

So my question is, are disabled bays enforceable at all times, or only when the meters are in operation? Any thoughts?
