Have I still time to get a refund of road tax from 1st July, or do the documents have to be at Swansea already?

Yes. Posting date is all that matters. Get it posted & get your proof of posting as well...
& include a covering note indicating that it is posted in time, and refer them to the note on the back of the refund form confirming that this is correct.
& then get a Harry-Potter style magic spell to make them do it correctly!
& then receive a refund from the end of July only....

..although in fact they wouldn't do it. PO lady says they're not allowed to stamp the date on ordinary letters. Proof of posting should be sufficient, I guess, but a date-stamp would have been nice...

JBJ, you may have been foiled by your local Jobsworth. My PO did what I suggest a couple of years ago, but I suppose an obstructionist directive may have been issued since.

She seemed to be worried that it might get confused with a postmark, but suggested that that should have the same date. She wasn't too jobsworthy about it, so I didn't argue. If the DVLA get difficult, I'll be back...

Confused with a postmark? I can't remember when I last received a letter with a postmark I could read with any certainty.

Quite right. We'd can't have people date-stamping letters willy-nilly.
Think of all the ink that will be wasted! And where will we be then??
Glad to know the Post Office is its usual helpful self. Where do they find these people? What do they do to them to make them THIS unhelpful?

Perhaps it would be worth setting up my computer to print the date on the envelope. I could even design a round imprint that looked like the Post Office's...
