I thought, obviously wrongly, that is is every citzen's duty to try to prevent and/or report crime and that it was the duty of the police to apprehend alleged offenders, the CPS to decide on prosecution and the courts to try any cases arising.
How then does some poor soul get banned for a month and have to pay £364 costs for holding up a sign warning motorists of a speed trap? If this is the law of the land in 2004 then it is a pretty rotten land IMHO. The country is littered with the signs, why is his different? He was warning people of a trap so that they could reduce speed, if necssary; as a result people were not speeding, were not caught and were not fined. AAAH, now we have it, there is a financial motive in all this - "As any fule know" - to quote Molesworth.
