First off, I hope the owner has it SORNed, as otherwise they're in for a fine.

The only real way to sell it : ebay, via auction - and yes, I did read you post about the owner not wanting to ebay it. Make it very clear that it has MOT but no tax, and as such it will NOT be possible for anyone to test drive it.
Start the auction at £1, no reserve, and wait to see what happens.

Apart from that, call a local trader and see if they'd buy and pick it up. They're only likely to give buttons for it though.

Gumtree is good, owned by eBay and works well, ads free to post.

See if there is a freecycle group in your area, otherwise a card in the paper shop window offering a free car is sure to get a rapid response.

Another vote for Gumtree. That car is exactly what folk on there are looking for.
Pity It's not road legal, that'll knock loads off the price.

I sold a car on Ebay and it sold alot faster than I have ever sold a car in the past using Autotrader. The guy came from up north by train and I met him at the train station and took him home to view the car.
It was one of the easiest car sales I have ever had.

Local Facebook car or general sale pages are good.

Incidentally, I'm guessing the title is a typo, they didn't make the 207 back in 2002.
