I have read that Ford's replacement EGR valves have to have the characteristics code programmed into the engine management computer in the same way as replacement injectors. Yet another way for the manufacturer to get a bit of money out of you. Modern electronics should allow for the engine management to be programmed to 'learn' what the EGR valve is doing!
As a temporary measure, you could try a blanking plate, or try cleaning the EGR - or both.

Oh! There's a point... Has the Mondeo got an EGR valve cooler - a water jacket thingy connected with two pipes to the coolant? My Fiesta has, which means loosing some anti-freeze if the EGR is removed. Just makes the job more expensive!
