From the telegraph - Learner Drivers - oldroverboy.

A learner driver has been given a lesson in 999 calls after phoning emergency services because his instructor was late.

The pair rowed over the lesson's start time and before things got out of hand the tutor scrapped it and asked the learner to get out of the car.

But the furious learner warned that he would get the police involved - pleaded with a police operator after dialling 999.

The call was made to West Midlands Police just after 8am last Thursday - and call handlers were shocked to learn that the male learner was demanding to "make a complaint".

WMP have released a recording of the conversation to highlight just one of the thousands of calls made each year by members of the public reporting "ridiculous" non-emergencies.

Pathetic! There was a list of these a while ago from Greater Manchester Police; a woman phoned up 999 to complain that the bus was late.

I propose introducing a fixed penalty charge for 'wasting police time'.

That's the sort of simplistic knee-jerk reaction befitting of a poilitician. The real time wasters do not consider themselves as such and would not be deterred.

Genuine callers would be fearful of being labelled as timewasters and would be deterred from making legitimate calls.

For the same reason we don't fine hyperchondriacs-even though they waste a lot of NHS time and resources.
