Last Friday I got held up by a minor accident on a rural road on the way to work.
The cause of the accident was a car skidding on ice, which in itself was caused by water coming OUT of a drain, evidently due to a blocked drain pipe a little way down the hill. This had been the case for a week, since the last heavy rain, but this was the first time there had been heavy frost and ice since that time.
When I got to work I fired off an e-mail to the council responsible and got a reply the same day thanking me for drawing it to their attention, giving the name of the guy who would attend to it and a reference number.

The moral is, if you see a road hazard, don't assume that someone else has reported it but the relevent authority has failed to act.
Maybe if I had contacted the Council at the beginning of the week I could have saved two bent cars and a delay.
