If the car was advertised with the 18" alloys and you were happy to go ahead with the purchase and spent three happy years with the car then what's the problem? If you want an extra £4000 because the car didn't have 20" alloys when you bought it, all the garage needs to say is if the car came with 20" alloys, the purchase price would have been £4000 more than you paid.
Where you may have a case is if you had an accident and the insurer refused to payout because the car's spec had been changed from when it was supplied. I very much doubt that would ever happen though because as HJ suggests, the 18" wheel is a cheaper option. I'm sure the insurer would rather pay out for an 18" wheel and tyre than a 20".
