Looks to just be a normal camera, the software will record numberplates and time of day for parking enforcement purposes.

The camera system is there to record your time of entry and exit from the car park. If this shows you have not conformed with the terms and conditions for free or paid parking and it is a private car park i.e. supermarket, you will be issued with a Parking Charge Notice, governed by contract or tort law and therefore a civil offence. If it is a local authority car park then it is a Penalty Charge Notice or PCN which is legally enforceable under statute or bye law. Quite often these cameras display your vehicle details onto a screen to show you have been registered. Either way they will have captured your details so ensure you abide by the contract terms displayed in the car park. Be on your guard. Big brother is watching!!

Looks like a Parking Eye/smart parking system and used to generate invoices for people who spend longer in the car park than they should.

I avoid any car parks using such systems, they are full of flaws.

It is generally only used for parking enforcement. However, that would not preclude the Police (for example) obtaining a court order to get hold of footage to investigate other offences.
