My daughter's new car is not registered in her name - what should she do?

My daughter changed cars about 15 months ago and I saw the dealer prepare all the documentation. He gave her the green clause 10 and agreed to forward all relevant papers to the DVSA. Two months ago my daughter had a fixed penalty notice attached to her car, as it was untaxed. She taxed the car at a post office and paid the fine. She complained to the DVSA that she had not received a tax reminder, they replied the car was not registered in her name. Despite her efforts, the DVSA won't take any corrective action. What should she do next?
