Can I park my car across my own driveway?

I parked across my own driveway run-up today, and Manchester City Council sent out two men and a pick-up truck and told me that they would fine me 35 pounds there and then, or take my car away. There are no parking regulations or yellow or white lines so why can't I park my car across my own driveway on the road outside? I called the police, who said that because my car was taxed and insured that I was not doing anything illegal.

It is an offence to park across an entrance. But not to park across your own entrance. The police can check the keeper address of the car. The council men don't.
