Should the brakes on a 2007 Volkswagen Polo be seizing on because of rain?

My granddaughter has a 2007 Polo 1.4. Two days ago she started the car as usual and endeavoured to drive off. She released the handbrake and found that the car would not move (it seemed to be straining against the brakes). We phoned the garage who said "try rocking it, it's probably because of the rain." This had no effect and I popped round to her place and tried. No luck. Eventually we got the Volkswagen people out (the car is under warranty). They were polite and freed the car, but couldn't guarantee it wouldn't happen again. They also mentioned "rain" and suggested leaving it in gear with the handbrake off. Surely a little rain should not affect the handbrake of any car, let alone a newish Volkswagen.

I can't remember if this has rear disc brakes or rear drum brakes. It could be corrosion in the mechanism at one or both of the rear wheels, but normally a car would still move under power even with the hand parking brake on.
