Why does my Ford Focus lose power? Is it related to replacing the turbocharger?

I have a V-reg Ford Focus 1.8 TDi. The turbo went and covered the whole engine in oil, so I had that replaced and the engine cleaned off, but now i have a problem where I will be driving and the only way I can describe it is that I feel a slight jolt and then lose power. The glow plug light comes on and the engine doesn't stall, and once I turn the engine off and re-start it it works fine, until it does it again. Also, if I park on a hill for more than 10 minutes it wont start, however it never has problems at any other time with starting.

I think this is an electronic throttle fault, nor related to the turbo failure, unless oil from the failed turbo oil seals got into it and is causing the problem.
