How are Volkswagen claiming that the 'fix' won't alter performance?

How is it Volkswagen claim the rework on the diesel engine EA189 in the UK will have no affect on the fuel consumption, performance, max torque, noise and CO2 emissons. If they are altering the tune to reduce NOx then it must have some affect. Interesting they do not refer to the power output, which if changed would certainly affect the performance. If they are not altering the tune, what are they doing and why?

Depending on the individual engine and the model to which it is fitted it can affect the running of the car quite seriously. The fix seems to involve increasing the revs at which the engine develops peak torque by around 300rpm. It has been particularly unsuccessful on the Volkswagen Tiguan 2.0 TDI, though VAG 1.2 TDI that had hardly any torque anyway seem to suffer equally badly.
