Why does my Smart car feel like it's labouring at slower speeds?

I have a new Smart Car which is using a lot of fuel and feels as though it is labouring when trying to keep to 30mph and 40 mph speed limits. Is the car too powerful or is there something wrong with it? I always drive it in automatic mode.

There may be something wrong with the transmission, but if you left-foot brake, make sure you keep your foot off the brake whilst driving.
