How can I fix the screenwash leak on my Honda C-RV?

Screen wash is leaking from behind the the headlamp washer on my 2014 Honda CR-V. My local dealer believes 'hard water' is the cause and will not fix it under warranty. They suggest the solution is to part fill the water bottle so that the fluid levels balance! I use Halfords pre mix screen wash. Surely this can`t be acceptable?

Worth finding out if Halfords pre-mix is made in a hard water area. BMW insists that only its concentrated screen wash is used but doesn't stipulate hard or soft water. In case the issue is really caused by bacterial organisms, adding Milton baby bottle sterilising fluid to the screen wash can help
