Has the gloss protection I applied to my daughter's Fiesta blistered?

When my daughter took her N-reg Fiesta to university I put an extra gloss protection on the bonnet expecting her (correctly!) to never wash the car. She is now home for the summer and the bonnet is a mess! The protection has blistered and is gradually flaking off. How do I remove it and start again? Or am I looking at a complete respray job. I have tried contacting the extra gloss manufacturer but they don't seem interested.

It cannot be the gloss protection that has blistered. That cannot happen. I know as I've been using it for 10 years. The lacquer on the paint must have blistered.
