London Congestion Charge

I registered for a congestion charge account before entering it on the first occasion - I am 70 years old and had never driven in the zone before. The reason for my journey was to take my daughter in law to UCH as she had to have emergency surgery to save the lives of her unborn twins so I was very stressed. They then issued me with a penalty charge which I contested and heard nothing, I emailed on 4 occasions and they have now issued me with a charge of £201! Please can you suggest what action I can take? Any assistance will be much appreciated.

You have to appeal via patas.gov.uk/ The website tells you what to do.
