Starting problems with diesel

I live in Spain and in winter months (below 10ºC) the first time I try and start my 2.5CRD Voyager it takes me cranking for about 10 seconds. It usually will start after pre-heating in 3-5 seconds. Once cranked and starting for the rest of the day it starts in 3-5 sec. In your experience could this be due to the common rail fuel pressure regulator for it seems that first crank in the morning the system has lost fuel pressure and has to pump up? I have good battery (cranks strong), good glow plugs and have had the injectors checked for fuel leak down and they come back good.

More likely to be the glowplugs than anything else, but trying to replace them could result in them snapping off, which will be a disaster. Another possibility might be a weak fuel tank sender pump. The car has two fuel pumps. A low pressure one in the fuel tank to send the fuel to the engine compartment, and a high pressure one to pump the fuel into the engine.
