Passat electric handbrake motor housing

I took my 2007 Passat to the Volkswagen garage as I needed to get one of the keys re-coded. They linked the car to the computer and after an hour, told me that the electric handbrake motor housing has split which is allowing water ingress into the motor and that it needs a new housing. I was quoted approx £500 for this. I have had problems with the brakes in the past 6 months & it has been to an independent garage. Should the independent garage have seen this on checking the brake hose & bleeding the brakes? They did a minor service / MOT in April. Is £500 a reasonable amount to pay?

The independent garage might not have known about this common problem with fault-ridden 2005-2011 Passat. £500 is discounted. The job usually costs £600.
