Skoda power steering failure - shouldn't the dealer pay for the repairs?

I've recently had the PAS red-warning light appear on the dash of my 2009 Skoda Octavia. Since then the steering has become unbelievably heavy.

I called the AA and they diagnosed a fault in the control unit. My Skoda dealer says the fault indicates the steering rack needs replacing for £1300 (parts, labour & VAT). Can I appeal for a goodwill payment from the dealer? The car isn't that old and I feel unhappy that I am being asked to pay so much.

I'd get a second opinion from a VAG independent before committing to the new rack. If he says it needs one, then back to the Skoda dealer and ask for some goodwill.
