Citroen Xsara won't start

My Citroen Xsara won't start. When I turn the key I just hear a click noise and no start after. However, sometimes it will go when I pump the throttle. I've bought a new battery, but the problems persist. Any ideas?

I think the starter motor pinion is jamming on the flywheel ring and what you are hearing is the circuit breaker regulator opening to prevent the circuit overheating and the fuse blowing.
