I've received a Civil Traffic Enforcement Notice for a car I've sold - what do I do?

I have just received a Final Reminder from UKPC asking for £90 as a Civil Traffic Enforcement Notice. It is for a car I no longer own but is still registered to me by the DVLA, as the paperwork is behind. The car is parked over a white line i.e. not parked correctly between two white lines for a bay but obstructing absolutely nothing as there are no other cars near it, which is very clear from the picture. It was parked on private land as it was parked in a retail park not owned by the council. Is it right I can ignore the notice as I was not the driver nor the owner at that time? I cannot afford a debt collector or any such thing as it will cause me difficulties with my work profession. Do I contact them, which is hard as they have left no contact details except how to pay a fine? What is the current law?

If it was on a public road and you are still the registered keeper you have no choice other than to pay up. If it has been more than 28 days since you disposed of the car and you have not heard back from the DVLA that the car has been re-registered to someone else you urgently need to contact the DVLA.
