Why has my Corsa's ECU filled with water?

My partner's Vauxhall needed repairs after the ECU filled with water due to an apparent block sub wind-screen drain, the cost was £1100. Can you tell me if this is a design fault and if Vauxhall has a case to answer?

No, standard problem with all cars with a bulkhead vent well. If the owner allows the drains to get blocked then the vent well will flood. I'll nevertheless issue a warning.
