Power steering problems on Volvo V50

The steering is very tight on my 2006 Volvo V50. It is tough for the first quarter turn before power assistance kicks in, but OK going from lock to lock. This problem only occurs when the car is cold and is perfectly fine when fully warmed up after about 15 miles. Is this a known fault and what is the solution?

Change the PAS fluid.
