Why are dogs only allowed on cross-channel ferries if they're in vehicles?

We recently took a holiday in France with our cocker spaniel. We experienced a problem with the car, which had to be left there for repatriation later, but the RAC cover worked very well for getting us a rental car to get back to England. However, the French rental car can only be taken to a depot near the port, followed by a taxi with luggage and pet to the ferry, and then an English rental car should be waiting at the home port. So far, so good. Except if you have a pet. Because the ferry company does not take the pet unless it is kept in a vehicle. We tried many different cross-channel routes, but it seems that it's impossible to take the dog unless it has a car around him. After a huge amount of hassle, we were fortunate to have a friend to lend us a car to get home. Your readers should be warned. Could someone come up with a practical solution, just in case?

That's an extraordinary story, but a good one and a fair warning. Maybe the answer is a cage?
