Why spend money on 3-lane motorways when middle lane hogs ignore the outside lane anyway?
Apart from the issue of undertaking and multiple lane changing are we missing a more important point? Centre lane hoggers effectively turn a 3-lane motorway into a 2-lane motorway mainly because drivers are reluctant to undertake. The disruption and cost of converting many motorways from two to three lane is for the most part be a waste of time because of lane hogging.
