Why do motorways have three lanes?

Driving along a three lane motorway, rule 264 states that "Always drive in the left hand lane, except when overtaking". When driving in the left hand lane, I have often wondered why TWO overtaking lanes are needed. Is there a reason?

To create space for faster moving traffic, of course.

I have a Toyota BZ4x with one pedal driving. Should this be used on a motorway or dual carriageway? When I switch it on I can feel a retardation which presumably would effect power consumption.
