Will different suspension springs improve the handling of my Nissan Note?

I have an E11 Nissan Note 1.5 dci and I'm thinking of lowering 30 or 40mm and adding bilstein shocks. Would this improve the handling? Would I still have enough clearance to get over speed bumps?
