Bought a clocked car - can I reject it?

I recently bought a used Mercedes-Benz C-Class from a garage. The car was advertised with 28,000 miles on the clock, but when I checked the paperwork I found an old MoT stating the car had covered 59,000 miles.

I contacted the garage who said it must be an input mistake and sent all details to VOSA to change, but VOSA has reviewed the paperwork and will not change as the paperwork does not correspond and has some irregularities in mileage. I have asked for a refund, but the garage says they don't want to do this and said they will find me similar car. Can I legally demand a refund?
