Is it the responsibility of our local dealer to recover our car if it breaks down?

Is it the responsibility of our local dealer to recover our car if it breaks down? Our two year old Fiat 500C suffered a power steering failure last week and the dealer has said it’s our reasonability to recover the car. Is this now the norm or are we simply receiving poor service?

Unless the column motor has locked solid, it should be possible to drive the car without the aid of the power assistance to the steering. But this has failed under warranty and the dealer who sold it to you is responsible for fixing it.
