Blown tyre from raised manhole cover - should council pay for new tyre?

I have a Mazda MX5. A few weeks ago my off-side tyre blew on a sharp raised manhole cover. The damage cost me £140 to fix and I have taken photos of the damage and the cover in question. Should I write to the council and demand recompense?

Yes, Demand that the council pays and if it refuses take the matter to www.moneyclaim.gov.uk , though this could be too trivial an amount for the court to deal with.
