Cause of week air con on my Focus?

I have an 09-plate diesel Ford Focus. The air con works normally when started up. After 10-15 mins, it still blows cold, but the volume of air coming through the vents drops drastically.

If you turn the fan up to 4 and push the aircon button - turning off - the air volume gradually increases over a period of 1-2 mins. You can then turn on the aircon button again, however it's rinse and repeat which gets a bit tiresome on a long trip.

The Ford dealer says they can find nothing wrong with it in spite of me leaving a written explanation as above.

Any ideas? OK I can carry on doing the on/off trick for ever if need be, but I'd rather sort it.

I'd guess that the pollen filter might be blocked, impeding the airflow into the system.
