Why can't roads be surfaced properly?

I was recently driving along a newly resurfaced road which had loose chippings on the surface. A couple of motorbikes in front of my car were zipping stones up from their back tyres and one of the chippings cracked my windscreen, leaving an 8-inch break. If the Government is serious in its desire to drive down the cost of car insurance, a quick and easy fix would be to stop local authorities road surfacing in this way.

They won't do that because not only is the country broke, it's hugely in debt and this is the cheapest way of resurfacing a road. Besides which, the sort of damage you suffered keeps people employed.
