Why didn't my friend's airbag inflate during a head-on collision?

A friend of mine had a head-on collision recently. He was travelling at under 30mph and his airbag failed to inflate. A policeman who arrived at the scene told him that they don’t inflate at the speed he was doing. Is that true?

It's a trigger mechanism which depends on the forces it detects. Not all triggers always work.
