Why wasn't this alleged car thief prosecuted?

My wife's Mercedes-Benz was recently broken into while parked in our drive and quite a lot of damage was done to the steering column and an attempt to hotwire it obviously failed. Upon inspection by the police, blood was found, DNA extracted and we were informed that a local known drug offender, currently absconded while on bail, matched. He was caught and charged.

Later I was informed that the likely culprit was not going to be prosecuted, as "All the evidence showed was that he was in the vicinity of the car at some time." That this must have been in the middle of the night, while the car was being damaged, is something obviously the police consider is not quite enough to charge and prosecute.

Don’t blame the police. Whatever the police does, the Crown Prosecution Service does not prosecute unless it has overwhelming evidence. This is the main reason why the police are so heavy on motorists. It’s the only way they can reach their crime conviction targets.
