4mph over the limit and I got a ticket - do you think this is fair?

I'm emailing following a speeding ticket I acquired on the M4 in Wales. I was timed at 4mph over the 50mph limit and received a ticket. I was told I could either attend a course in Wales, saving me points, or accept a fine with points. I chose to take the course, obviously, but I live in Devon, so I called them to be told I can attend the course in Exeter. Is it not a bit much to receive a ticket for doing 4mph over on a motorway?

Yes, eight per cent over the limit is surprisingly OTT. But be thankful that you can not only take the course, but take it in Exeter. Don't resent it. These courses are now getting much better and you will find it time well spent.
