Is a Panda 1.2 4x4 suitable for harsh winter driving?

Our son will be living near the Scottish border for a year. I am thinking of buying him a Panda 1.2 4x4, and fitting it with winter tyres from November to March. Is this a sensible choice and is there anything I should be worried about in a 2009 petrol model?
