What second set of wheels for winter tyres on my Jazz?

We intend to purchase a Honda Jazz CVT with 15 inch alloy wheels. We wish to fit winter tyres to a spare set of rims - which are most suitable for this purpose - alloys or steel?

Steel because less likely toi be damaged by salt in the winter. And actually no heavier.
