Buying a new or nearly new small car for a learner/ew driver

I plan to buy a new or nearly new small car for my 17 year old son to learn in and then drive as a new driver. I'm impressed by your experience of the Fiat 500 and I also like the look of the VW Up. 2012 year used examples in Lounge and Move Up trims respectively appear at around the same asking prices of £8k to £8.5k. Which of the two would you think best suits the purpose or is it down to personal preference?

FIAT 500. Better quality car.
