Can airbags go off by accident?

The airbags on my mother's Ibiza went off recently when she was manoeuvring into a space at low speed in a car park.

The only damage to the exterior of the vehicle is very slight damaged to the front near side underspoiler which is consistent with her belief that she hit the kerb AFTER the airbags went off.

Is such a thing possible?

I think she hit the kerb before the airbag went off and that triggered it.
